County set to review abatement

Scioto County has one tax-abated entity, Haverhill North Coke Company, and it will be up for annual review Thursday at a meeting of the Scioto County Tax Incentive Review Council.

“We’re having a meeting on the 28th and we are going to adopt that and continue the tax abatement in Green Township,” said Doug Coleman, vice-chairman of the Scioto County Commissioners.

According to Commissioner Skip Riffe, the council will meet and, “Haverhill North Coke will give a report. Mainly what the committee is looking at is if they (Haverhill North Coke Company) are doing what they said they would be doing when the abatement was agreed to.”

He said Haverhill North Coke Company are to maintain a certain number of jobs at the facility and maintain a few other criteria.

Riffe said, as a condition of the abatement, Haverhill North Coke Company must be reviewed on a yearly basis.

“Once the committee meets they will recommend to the board of commissioners it (the tax abatement) to continue. It’s not that the abatement is about to end or is about to expire. But, by law, we have to have this meeting once a year and we have to review their report,” Riffe said. “North Haverhill is the only one with an active abatement in the county.”

Riffe said members of the council include the commissioners, representatives from Green Local Schools, a representative from the Board of Developmental Disabilities, a representative from the Scioto County Senior Center among others.

Riffe said the meeting is scheduled for 11 a.m. Thursday, March 28 at the Haverhill North Coke Company.

According to, “SunCoke Energy owns and operates five plants in the United States and operates one plant in Vitoria, Brazil. Haverhill Operations Phase I began operations in 2005 with Phase II operations beginning in 2008. The facility has 200 coke ovens with an annual capacity of 1,100,000 tons of coke.”
