Woman charged with solicitation

A woman who lists her address status as “homeless,” has been arrested for solicitation. According to Portsmouth Police, officers operating on a plain clothes detail in an unmarked car pulled into a business parking lot at Gallia and Hutchins streets in Portsmouth and were approached by a woman.

An officer reportedly asked her if she wanted to party. She reportedly asked if they were cops and and they said no. An officer then asked her if she was a cop, to which she also responded no.

Officers said the woman then quoted two prices for sex acts and was immediately arrested. Taken into custody was Cynthia E. Rowe, 31, who is charged with solicitation.
