The Ohio Department of Transportation announced Monday that after consideration, the garage in Lucasville and its employees will remain in operation in Scioto County after construction of the proposed Portsmouth Bypass is complete.
ODOT was considering allowing the contractor that builds the $600 million, 17-mile bypass to maintain all of the state and federal roadways as a part of the contract.
As a result ODOT would then reassign the employees of the garage in Lucasville to other areas of ODOT District 9.
In a meeting with ODOT Chief of Staff Greg Murphy and District 9 Director Vaughn Wilson, the employees were told the garage would remain open after the construction of the bypass.
“We (ODOT) notified our employees that we’re going to pursue this, they will remain in place and the Scioto County garage now and even after the construction (of the bypass) is complete. They will be getting more work,” said Steve Faulkner, ODOT Spokesman.
Over the last several weeks and months, ODOT has held meetings with local and state officials to update them on the status of the project.
“We’ve talked to many people including those in the industries who build roads like this and at the end of the consensus we came to was that we’re much better off pursuing the construction of the Portsmouth Bypass utilizing the (Public, Private, Partnership) P3 process. Along with having our employees do everything they would do on every other state highway in Scioto County,” Faulkner said.
Faulkner said ODOT recently held a Portsmouth Bypass Industry Day in Columbus that was attended by 146 people representing various contractors that may have an interest in this project.
“This is an opportunity for us (ODOT) to hear what they (potential contractors) have to say, hear their questions and thoughts on the project. This is really an opportunity for us to see who’s out there in the market,” Faulkner said. “This also gives them the opportunity to express to us their level of interest in this project.”
He said during the industry day there was a lot of dialogue about the project.
“I think we are going to see some interest in this project,” Faulkner said.
Faulkner said as a part of the industry day, those in attendance have the opportunity to have one-on-one meetings with ODOT officials to ask more specific questions about the project. He said one-on-one meetings were held with 12 potential contractors.
For years ODOT has said the bypass would be constructed in three phases and as funding becomes available.
Phase 1 of the construction will be from Shumway Hollow Road to Lucasville-Minford Road and is slated to cost an estimated $83 million with a time frame of three years to complete. Phase 2 of the construction has a five-year time frame for completion. Construction is set to begin at Lucasville-Minford Road to U.S. 23 and is expected to cost an estimated $242 million. Phase 3 is estimated to begin construction in 2017. Construction is slated for Shumway Hollow Road to U.S. 52. This phase is expected to cost $281 million.
The construction cost is an estimated $405 million. The grand total project cost is roughly estimated at more than $650 million.
