According to officials with the Lawrence-Scioto Solid Waste Management District, earlier this week Jeffery Chinn of West Portsmouth appeared before Portsmouth Municipal Court Judge Steven Mowery to answer a littering charge.
Chinn entered a guilty plea making this his second littering offense. As a result Mowery sentenced him to jail and ordered community service.
“I had a court case in which the offender (Chinn) went to Michael Southworth’s house and told them he was a handy man and offered to haul off their junk and trash for $60. He (Chinn) lead the victim to believe that he was going to be taking it (trash) to a licensed landfill,” said Steve Hileman, Environmental Officer for the Lawrence-Scioto Solid Waste Management District. “In reality, he took it (trash) up to the intersection of Peach Orchard and Shepherd Fork Road and dumped two truck loads of the trash.”
According to Hileman, Mowery’s sentence for Chinn included a fine of $250 plus court costs and 60 days in the county jail with 58 of those days suspended. He also received 250 hours of community service on the litter crew and probation for 18 months.
According to Hileman, Chinn was handing out business cards with the business name of Jeffery’s Handy Man Service.
“We want other people to know not to be a victim to this type of a crime,” Hileman said.
Hileman gave an indicator people could look for when it comes to crimes of this type.
“If someone is offering to haul off your trash, make sure they are a reputable trash company, that should the first warning sign,” he said.
Hileman said Chinn was caught because of names within the trash. Hileman said when the victim was informed he went to Peach Orchard and cleaned up the trash in fear that his personal information was within the trash.
Hileman advised that if anyone has fallen a victim of such a crime or sees suspicious activity when it comes to littering call the Lawrence-Scioto Solid Wast Management District at 888-565-7888 and report the information. Lawrence-Scioto Solid Waste Management District Director Dan Palmer said they are very pleased with the results of this case.
“I want to commend Judge Mowery for his support,” Palmer said.
