A Portsmouth woman faces drug trafficking charges after officers said they found 95 grams of heroin and two firearms at her residence. Shannon K. Kelly, 39, of 2504 Russell Ave., Portsmouth, faces charges of trafficking in heroin, a felony of the first degree; possession of heroin, a felony of the second degree; possession of criminal tools, a fifth degree felony, and possession of drugs, also a fifth degree felony.
Portsmouth Police Chief Robert Ware and Scioto County Sheriff Marty V. Donini said on Monday at approximately 8 p.m., officers from the Portsmouth Police Department, were dispatched to the area of 25th Street and Thomas Avenue in Portsmouth to investigate an alleged assault that had occurred at the 2504 Russell Ave. address. Officers said upon coming into contact with Kelly, they located approximately 95 grams of suspected heroin and digital scales in her purse.
Detectives from the Southern Ohio Drug Task Force responded to the residence to further their investigation. Detectives conducted a consensual search of the residence and seized two loaded firearms as well as other evidence suspected of being related to drug trafficking.
Kelly was arrested and subsequently arraigned in Portsmouth Municipal Court on Tuesday. She is being held in the Scioto County Jail on $50,000 bond.
Ware said the case against Kelly will be forwarded to the Scioto County Prosecutor’s Office to be presented to a Scioto County grand jury.
