LAWRENCE COUNTY — A woman arrested for throwing a dog from a moving vehicle last month has pleaded guilty in a Lawrence County court.


According to the Lawrence County Sheriff’s Office, they received a report Monday, March 11, that someone had witnessed a dog being thrown out the window of a moving car on U.S. 52 near the Solida Road exit. The complainant, who witnessed the incident, reportedly took a photo of the vehicle’s license plate with their cell phone.


Detectives discovered the owner of the vehicle was a construction company out of Ashland, Ky. and the company did cooperate with detectives and told them who was assigned that vehicle and where it could be found. At noon that Wednesday, detectives found the vehicle parked at the County Hearth Hotel in South Point. The suspect, Joshua Phillips, 33, of Russell, Ky., was asleep inside the vehicle. He was arrested with a second-degree misdemeanor charge of cruelty to animals, and taken to the Lawrence County Jail.


Later a second person, Jennifer Edmonds, was also arrested. According to the Lawrence County Municipal Court, she pleaded guilty on Friday to charges of cruelty to animals, animal abandonment and falsification. She was sentenced to community service, probation, and 90 days in jail with credit for the 15 days already served.


Phillips has not yet entered a plea. His case is scheduled to appear in the Lawrence County Court on April 5.


The dog was treated for minor injuries and placed in the care of a private citizen.
