Because of recent population losses in some city wards, Portsmouth City Council will now look to realign its six wards. An ordinance calls for amending Section 105.01 of the Codified Ordinances of the city of Portsmouth, entitled “Wards Created.”


What follows are the changes to Wards 4, 5 and 6:


Fourth Ward: “All that part of the city bounded on the south by the corporate limits of the city on the Ohio River; on the west beginning at the center line of Brown Street at the south corporate limits north of the center line of Eighth Street; westerly along the center line of Eighth Street to Lincoln Street; northerly along the center line of Lincoln Street to Gallia Street; easterly with the center line of Gallia Street to the center line of Drew Alley extended south; northerly along the center line of Drew Alley to the center line of 12th Street; easterly along the center line of 12th Street to the center line of Hutchins Avenue; from the intersection of 12th Street and Hutchins Avenue in an earterly direction along the center line of Robinson Avenue to the center line of McConnell Avenue; in a northerly direction along the center line of McConnell Avenue in an easterly direction along the center line of Grant Street to the center line of Grandviwew Avenue; northerly along the center line of Grandview Avenue to 21st Street; easterly along the center line of 21st Street to the center line of Summit Street; southerly along the center line of Summit Street to 20th Street; easterly with the center line of 20th Street extended, 1,000 feet to a point; south at a right angle to the line last aforesaid 1,000 feet to the center line of 17th Street; easterly along the center line of 17th Street to a point in the rear property lines of residences situated on the west side of Mabert Road south of 17th Street; south along the rear property line of residences on the west side of Mabert Road to the center line of Gallia Street; easterly along the center line of Gallia Street to the center line of Mabert Road; north along the center line of Mabert Road to the rear property lines of residences on the north side of Gallia Street; easterly along the rear property lines of residences on the north side of Gallia Street to the center line of Poplar Street; south along the center line of Poplar Street to the center line of Gallia Street; east along the center line of Gallia Street to the center line of Plum Street; south along the center line of Plum Street and the center line extended to the south corporate limits of the city on the Ohio River.


Fifth Ward: “All that part of the city bounded on the north by the corporate limits of the city beginning at the east line of the Third Ward; easterly to a point at the corner of Sections 3, 4, 9 and 10, Township 1, Range 21, and continuing on with the corporate line 2,500 feet to a point; in a southerly direction parallel to the west line of Section 10, Township 1, range 21, and 2,500 feet east there from 4,000 feet, more or less; west at a right angle from the line last aforesaid 2,300 feet, more or less southerly to the rear of the property lines of residences situated on the north side of Gallia Street; westerly along the north boundary line of the Fourth and Sixth wards to the center line of Mabert Road; south with the center line of Mabert Road to the center line of Gallia Street; west with the center line of Gallia Street to the center line of Wheeler Alley; north with the center line of Wheeler Alley extended northwardly to the center line of 17th Street; west with the center line of 17th Street 1,200 feet, more or less, to a point; north at right angles for a distance of 1,000 feet more or less; west at a right angle to the last line aforesaid 1,000 feet more or less, along the center line of 20th Street extended, to the center line of Summit Street; north with the center line of Summit Street to the center line of 21st Street; west with the center line of 21st Street to the center line of Grandview Avenue; south with the center line of Grandview Avenue to the center line of 17th Street; west with the center line of 17th Street to the center line of Hutchins Street; north with the center line of Hutchins Street to the center line of 17th Street; east with the center line of 17th Street to the center line of Hutchins Street; north with the center line of Hutchins Street to a point at the north property line of residences facing Kinneys Lane; east along that line to the center line of Old Coles Boulevard; north along the center line of Old Coles Boulevard to a point at the rear of residences on the south side of Micklethwaite Road to a point in the section line between Section 8 and 9 of Township 1, Range 21; westerly and northerly along the rear property lines of residences abutting the un-dedicated extension of Timlin Hill Road to the end of such extension; south and east to the center line of Havercotte Road; along the center line of Havercotte Road easterly to a point in the line at the rear of residences on the west side of Shawnee Road; with that line northerly to the center line of Dorman Drive extended; easterly with the center line of Dorman Drive to a line extended along the rear property line of residences situated on the east side of Seneca Drive, then north with the line along the rear property line of residences on the east side of Seneca Drive to a point in the north corporate line of the city.”


Sixth Ward: “All that part of the city beginning at the northeast corner of the Fifth Ward and bounded on the north and east by its corporate limits, on the south by the Ohio River, the Corporate line of the village of New Boston to a point on the Ohio River and west along the Ohio River to the southeast corner of the Fourth Ward; north along the easterly boundary line of the Fourth and Fifth wards to the place of beginning.”
