Portsmouth woman arrested for trafficking in heroin

Scioto County Sheriff Marty V. Donini says the deputy patrolmen assigned to Washington Township have arrested 54-year-old Cynthia J. Skaggs of 34 Crull St. West Portsmouth, Ohio on a Warrant to Arrest on Indictment which had been issued by the Scioto County Common Pleas Court for charges of trafficking in heroin within the vicinity of a juvenile, a felony of the second degree; trafficking in heroin, a felony of the fifth degree; possession of heroin, a felony of the third degree; tampering with evidence, a felony of the third degree, and possession of criminal tools, a fifth degree felony.
The warrant for Skaggs’ arrest had been issued after a case against Skaggs had been presented to a Scioto County grand jury by law enforcement officers and the Scioto County Prosecutor’s Office in September of 2012.
The case against Skaggs was originated on June 8, 2012 when a Scioto County Sheriff’s deputy assisted a trooper from the Ohio State Highway Patrol with a traffic stop of a vehicle Skaggs was operating in the West Portsmouth area. Skaggs led officers to her West Portsmouth residence where officers discovered seventy-four packages of Heroin totaling 3.6 grams.
Skaggs is being held in the Scioto County Jail without bond and awaiting an arraignment in Scioto County Common Pleas Court.
