NEW BOSTON — Attorney Justin Blume was hired by New Boston Village Council early Friday morning as the new village solicitor.

“I’m excited about this new opportunity, and I look forward to working with council and the mayor and the residents of the village to do the best job that we can for the village and advance economically,” Blume said.

Former New Boston Solicitor Walter Lytten announced his resignation to council on Nov. 6, effective Nov. 30 and ending Lytten’s nine year term as village solicitor. The village received seven applications for village solicitor and scheduled a special meeting on Nov. 26 to interview four candidates — Chris Goins, Andrew Sturgill, Robert Dever, and Justin Blume. After their meeting, another special meeting was scheduled on Nov. 30 for the purpose of selecting a new solicitor, and Blume was hired.

“They just went ahead and hired him because Walt resigned Nov. 30, and we don’t know if we’ll need somebody prosecuting earlier,” said New Boston Mayor James Warren.

Blume was given a $19,000, 13-month contract for the final month of 2012 and the entire year 2013.

“I think he’ll do a good job. His (grandfather) Thurl Blume was a prosecuting attorney, and Thurl’s brother Byron was an attorney down in Florida, so he comes from a line of attorneys, and Kevin (Blume) is his father and he’s in practice with him. I’d say he should have a very good background and knowing what’s a necessity for New Boston,” Warren said.

While Blume’s Wheelersburg practice focuses mostly on domestic relations cases, he said the job of village solicitor will offer a new realm of opportunities.

“I’ve always wanted to prosecute cases, and this will give me that opportunity,” he said.

Blume also has personal ties to the village. His great-grandfather was a doctor and lived in New Boston, and Blume attended church at the New Boston United Methodist on Glenwood and Gallia.

“I’ve always had close ties to the village, and it just kind of felt natural for me to apply,” he said.

The Portsmouth City Solicitor Michael Jones also announced his resignation from the city this week. Unlike the city solicitor, which is elected, the village solicitor is an appointed position. Blume’s first meeting with New Boston Village Council will be Tuesday, Dec. 4. New Boston Village Council meets at 6:30 p.m. on the first and third Tuesday of each month.
