After weeks of delay, the Ohio Department of Education has released the preliminary 2011-12 Local Report Cards (LRC), grading school districts in the state of Ohio.
Typically released in August each year, the complete 2011-12 LRCs were delayed this year while the state auditor investigates whether some schools falsified student records, thus, indicated results are subject to revision. Earlier this month, the State Board of Education voted unanimously to release many of the preliminary data elements
“ODE is committed to releasing data when available so that students, parents, educators and the public can be informed about the progress of our schools,” said Michael L. Sawyers, Acting Superintendent of Public Instruction. “Schools and districts have had access to preliminary student achievement data on standardized assessments throughout the summer. It is time to share this preliminary information with others, with the understanding that the data is not yet final.”
Data for attendance rates, the Performance Index and overall school and district ratings, such as “Excellent” or “Effective” are not yet finalized because of the State Auditor’s ongoing review of data.
Adequate Yearly Progress (AYP) and Value-Added Growth reports are included in the preliminary report released last week.
Adequate Yearly Progress measures whether a school is making progress toward goals set by the No Child Left Behind Act based on standardized test performance, attendance and graduation rates for subgroups (special education, minorities) as well as all students.
Scioto County schools that met AYP in 2011-12 are Bloom-Vernon, Green, New Boston, Sciotoville Community School, Sciotoville Elementary Academy, and Wheelersburg. For New Boston school, who did not meet AYP last year, making the standard this year is an improvement. Each of the other schools on this year’s list also met AYP standards last year.
Minford, Northwest, and Valley each met AYP last year (2010-11), but fell off the list this year (2011-12).
Value-Added is a statistical measure reflecting whether students are making a full year of progress. The analysis tracks the same student over time and compares his/her test scores over several years. “Above” means students showed more than a year’s worth of academic achievement last year. “Below” means students showed less than a year’s worth of achievement. “Met” means they showed one year of progress.
Scioto County schools that met Value-Added in 2011-12 are Clay, Green, New Boston, Northwest, Sciotoville Community School, Sciotoville Elementary Academy, Valley and Washington-Nile. Schools that were above Value-Added were Bloom-Vernon, Minford, Portsmouth, and Wheelersburg.
No Scioto County schools were below Value-Added in 2011-12.
Additional report card data for districts and schools will be released at a later date, pending the progress of an investigation by State Auditor David Yost into alleged irregularities in the reporting of student attendance by local districts.
