According to Portsmouth Health Commissioner Chris Smith, the city’s animal control officer, Wendy Payton, received a call last week that a dog had been neglected at Carrie Ann DeLotell’s Portsmouth home and she investigated.


Payton reported finding the small dog had enough food and water available but the dog did not look healthy, and she ordered its owner to take the animal to a veterinarian the next morning.


Smith said Payton was confident the family would do so.


According to Smith, however, the dog was taken from the home overnight by someone other than the family and the dog was reported stolen by its owner in the morning.


Smith said Payton contacted several veterinarians until she found the dog, told the vet of the situation and Payton reportedly retrieved the dog and returned it to its owner.


In protest of the alleged neglect and of Payton returning the dog to its owner, a blitz of Facebook posts on several pages, including the Daily Times’, accused DeLotell of animal cruelty and championed the person who took the dog.


LeLotell has been unwilling to comment on the story and blocked a Facebook request from the Daily Times.


She did post a comment on Facebook saying the dog is sick, not hungry.


“I have a dog who is sick, the meds I had him on weren’t workin so I switched them, they still didnt work, so he lost weight,” she wrote Friday.


Payton was unavailable for comment.
